Description
Detects three or more ChatGPT Enterprise assistant messages for the same user whose text matches common policy-refusal phrases (cannot assist, cannot help, cannot fulfill, unable to assist, against my guidelines, and similar) within the lookback window. A refusal burst can indicate jailbreak probing, policy-bypass attempts, or automated unsafe prompting intended to evade model safety controls.
Detection logic
Its licence does not clear it for publishing here
Sunturai publishes a detection's own text where the licence it arrived under has been reviewed and permits it, and Elastic License 2.0 has not. The query as its source wrote it, its canonical form and the hash that pins this revision are in the workspace record.
Detection requirements

The rule states no platform. This is derived from the ATT&CK technique it maps to.
Known benign triggers
- Approved red-team or prompt-security evaluations that intentionally elicit refusals. Exclude those users or raise the count threshold.
- Long helpful answers that incidentally include phrases such as "I can't help with X, but I can help with Y." Read the sampled messages before treating the alert as a hard refusal campaign.
MITRE ATT&CK mappings
0 exclusive techniques. This is coverage no other published rule has; it is not this rule's total technique count.
